According to results for 7 months of 2020, industrial production increased by 1.3% — Ministry of Industry and Infrastructure Development

At the government session chaired by Prime Minister Askar Mamin, the results of the socio-economic development of Kazakhstan and implementation of the republican budget for January-July 2020 were considered. 

In his report during the meeting, Minister of Industry and Infrastructure Development Beibut Atamkulov noted that by the end of 7 months of 2020, industrial production increased by 1.3%. Positive dynamics continues in 12 regions. 

In the structure of the mining sector, according to Atamkulov, the production of non-ferrous ores increased by 2.5% due to the enterprise LLP Komarovskoe Mining Enterprise. 

The growth of iron ore production amounted to 0.9% due to the reorientation of sales markets, as well as an increase in production at the enterprises of Sokolov-Sarbay Mining Enterprise JSC, Orken LLP, Bapy Mining LLP. 

In the coal industry, the growth in coal production amounted to 102.6%. For enterprises, an increase in production is noted at ArcelorMittal Temirtau JSC, Vostochny mine ERG, Bogatyr Komir LLP, Maikuben-West LLP, Karazhyra LTD LLP. 

"During the period under review, coal mining companies produced 62 million tons of coal, which is 3% more than in the corresponding period last year," the minister said. 

In the manufacturing industry, the physical volume index was 3.8%. The growth was provided by the following industries: non-ferrous metallurgy, pharmaceuticals, light industry, mechanical engineering, chemistry, etc. 

In non-ferrous metallurgy, production increased by 3.9% due to an increase in the production of refined gold by 3%, primary aluminum — by 1%, etc. etc. 

In the chemical industry, the volume of production increased by 3.6%, which is associated, according to Atamkulov, with an increase in the production of disinfectants, as well as an increase in the production of ammonium nitrate and ammonia at KazAzot JSC, phosphoric acid, ammophos at LLP Kazphosphate. 

The engineering industry is showing good results. Here, as the minister noted, the production volume increased by 13.9%. 

"The production of vehicles, trailers and semi-trailers increased by 45.1%, repair and installation of machinery and equipment by 3.4%, the production of other vehicles by 113.8%, electrical equipment by 0.2%," Atamkulov informed.

In the pharmaceutical industry, production increased by 23.2%. The growth is associated with an increase in the volume of products manufactured at Dolce LLP by 67%, Khimpharm JSC by 9% and PFC Eleas LLP by 21 times. The supply of medicines and medical devices within the guaranteed volume of free medical care through the SK-Pharmacy Single Distributor was also increased. 

Today, the production volume of medical masks is 1.2 million pieces per day, which fully covers the needs of the domestic market. By the end of the year, it is planned to increase production to 1.5 million pieces per day. Also, 530 thousand pairs of medical gloves are produced per day, 900 thousand pieces of protective kits per month. The production of medicines reaches 3.9 billion pieces a year of tablets, capsules, granules, etc. 

The growth in production in the light industry was 7.3% due to an increase in the production of textiles by 8.3% and leather products by 6.9%. 

The volume index for transport in January-July 2020 amounted to 84.4%. The total volume of container transit traffic increased by 37% compared to the same period last year and amounted to 483.1 thousand twenty-foot equivalent. 

In the field of housing construction, following the results of 7 months, more than 6.9 million m2 of housing were commissioned in the country, which is 107.5% compared to the same period in 2019. The volume index for construction in January-July 2020 amounted to 106.3%. Growth is ensured by increasing the volume of construction, in connection with the resumption of construction and installation work in the regions. Positive dynamics is observed in 16 regions. 

As Atamkulov noted, to date, 61,308 houses have been commissioned in the republic (including 22,641 individual houses). The increase in housing commissioning in comparison with last year is noted in 15 regions. 

In general, this year it is planned to build 15 million square meters of housing under the Nurly Zher program. 

To achieve this plan, the regions in April this year were allocated an additional 180 billion tenge for the construction of 15 thousand apartments of social credit housing. 

In turn, Akim of Akmola Region Yermek Marzhikpayev reported on the situation in the region. Following the results of 7 months, the region has maintained a positive pace of socio-economic development. 

The industrial production index due to the growth in the manufacturing industry amounted to 104.1%. The production of gold, pipes, grain harvesters, and specialized vehicles has been increased. The volumes of meat processing, vegetable oil and flour production increased. Gross agricultural production increased by 2.8%. 

As the akim noted, the growth has been ensured in the livestock of cattle (by 4.1%) was ensured, including cows (by 3.9%), sheep and goats (by 1.8%), horses (by 4.2%), meat (6.9%) and milk (1.7%). 

“Currently, the main task is to carry out the harvesting campaign of high quality and on time. All harvesting equipment and grain-receiving enterprises are ready to harvest grain. To date, 2.8 thousand tons have been shipped from the guaranteed volume of diesel fuel, scheduled for August. The massive harvesting campaign will start August 12-13. The gross grain harvest is expected to be about 5 million tons,” the akim of Akmola region said. 

202.3 billion tenge was invested in the regional economy, with an increase of 29.7% compared to last year. The amount of construction work increased by 4.5%. 325.3 thousand square meters of housing were commissioned, which made it possible to improve the living conditions of 2,745 residents of Akmola. 

The volume of trade was reduced by 4.9% due to the state of emergency and quarantine measures. The consumer price index was 104.1%, including for food products — 107.5%. 

At the same time, 13,135 new jobs were created, including permanent — 3,735. The unemployment rate was 4.7%. Work continues on the implementation of the Employment Roadmap. Of the 328 projects at 63 sites, work has been completed, the work on 265 continues, 7.4 thousand jobs have been created. 

Akim of Almaty region Amandyk Batalov said that in general in the region in January-July this year, growth was provided in the main sectors of the economy. Thus, the volume of industrial production increased by 5% due to the growth of the manufacturing industry, including the production of food, tobacco, pharmaceuticals, and electrical equipment. 

“In agriculture, the growth was 2.4%, the production of meat and milk increased. The volume of construction work increased by 6.6%. 525 thousand sq. meters of housing or 118.3% to the corresponding period of 2019. Attracted 292.5 billion tenge of investments, an increase of 9.3%. Communication services amounted to 8.6 billion tenge with an increase of 6.5%,” Batalov informed. 

In connection with the introduction of the state of emergency, a decline in retail turnover — 96% and transport services — 84.5% was allowed. To contain prices for socially significant goods, an additional 2 billion tenge was allocated from the local budget to the stabilization fund. In general, 38.7 thousand jobs were created in the region. 

As Batalov emphasized, significant assistance in the employment of citizens released during the quarantine period was provided by the Employment Roadmap, within which 977 projects are being implemented for 109.2 billion tenge with the creation of 22.8 thousand jobs. To date, work on 216 projects has been completed, and 747 projects are in progress. 

“13,142 jobs were created, including 6,571 people were employed through employment centers. 7 schools for 10.2 thousand places, 5 medical outpatient clinics will be built, 34 schools will be overhauled. The quality of water supply will improve in 53 and 405.5 km of roads in 220 settlements will be repaired,” the akim of Almaty region noted.
