Over the past 5 years, 1,334 km of main gas pipelines and more than 20 thousand km of distribution networks built in Kazakhstan

At the government session chaired by Prime Minister Askar Mamin, issues of gas supply to settlements were considered. Minister of Energy Nurlan Nogayev reported on the current state of gas supply in the country.

First of all, the minister noted that gas resources are sufficient to cover the country's internal needs.

The State Commission for Reserves has approved recoverable gas reserves at the level of 3.8 trillion m3, including associated gas — 2.2 trillion m3, and natural gas — 1.6 trillion m3. About 98% of all explored gas reserves are concentrated in the west of Kazakhstan, with more than 87% in large oil and gas and oil and gas condensate fields. The reserves of the country's largest deposits — Kashagan, Karachaganak, Tengiz — together account for 75% of all reserves in Kazakhstan.

From the produced gas, the required volume is sent to the domestic market, part for export, part for injection into the reservoir to maintain reservoir pressure, and for the own technological needs of subsoil users.

According to the head of the department, there is a tendency to increase gas consumption in the country due to the emergence of new consumers.

“So, over the past 5 years in 2015-2019, gas consumption has increased from 12.1 to 16.3 billion m3 of gas, or by 35%. For 10 months of this year, the volume of gas consumption amounted to 12.4 bcm or 102% over the same period last year,” Nogayev informed.

Along with this, the gas supply in the country is also growing. As part of the implementation of the General Scheme for Gasification of the Country for 2015-2030, funds are annually allocated from the state budget for gasification.

As of Jan. 1, 2020, the country's gas supply level amounted to 51.47%, or 9.5 million people got access to blue fuel.

By the end of this year, it is expected to achieve a gasification level of 53.07%, which is 10.07% more than in 2015. In the period 2015-2020, the increase in settlements provided with gas will be 286, the population growth will be 2.4 million people.

Over the past 5 years, 1,334 km of gas trunklines and over 20,000 km of distribution networks have been built.

At the expense of the republican budget, the ministry allocated targeted transfers to akimats for gasification in the amount of 125 billion tenge in the period 2015-2020, of which 76 billion tenge was allocated over the past 2 years.

Also, some gas supply projects are being implemented at the expense of the budget program of the Ministry of Labor and Social Protection of the Population, Employment Roadmap. So, in 2020-2021, it is planned to implement 58 projects in 8 regions for 22.5 billion tenge. Of which 51 projects are planned to be completed this year and 7 projects in the Almaty region in 2021.

In December last year, in accordance with the Fifth Social Initiative of Elbasy, the first stage of the Saryarka gas pipeline with a length of 1,061 km was put into operation.

As the minister emphasized, the first stage of the Saryarka gas pipeline, which originates from the Kyzylorda region, will provide the capital, central and part of the northern regions with environmentally friendly fuel, which is one of the most significant historical events for the country since gaining independence.

To supply gas to the northern regions, the issue of construction of stages 2 and 3 of the Saryarka gas pipeline is being considered.

To supply gas to the population along the route of the 1st stage of the Saryarka main gas pipeline, construction of gas distribution networks is underway in the city of Nur-Sultan, Karaganda and Akmola regions.

“Gas supply to the capital is divided into three stages. Currently, the Akimat is building the 1st stage with 9 start-up complexes. Design and survey work is currently underway on the 2nd and 3rd stages of gasification in the capital,” the minister said.

In the Karaganda region, the akimat provides for the construction of branches from automated gas distribution stations to the cities of Karaganda, Temirtau and Zhezkazgan and distribution networks.

In all three cities, construction and installation work is underway on the 1st start-up complexes of the 1st stage.

In the Akmola region, the construction of gas distribution networks is divided into 2 stages. The first stage is planned to implement 13 projects for gasification of 20 settlements of Arshalyn and Tselinograd districts.

The facilities of the second stage of gas supply project are at the design stage by the akimat.

In addition to the northern regions, the eastern part of Kazakhstan is also not supplied with gas. The best option for gasification is the construction of a gas pipeline from the Russian Federation along the Barnaul - Rubtsovsk - Semey - Ust-Kamenogorsk route.

“At the same time, it is supposed to be diverted towards the Pavlodar region in the Semey region. The construction of the gas pipeline along the specified route will allow gas supply to the population of these regions of 2.1 million people. The volume of consumption is estimated at 2.3 billion m3 / year. A working group was created between KazTransGas JSC and Gazprom PJSC. The issue is being worked out with the Russian side,” Nogayev assured.

Thus, due to the implementation of gas supply projects, as well as the connection to gas of facilities not operated to date, by the end of 2023 it is expected to reach a gas supply level of 55%.

The number of settlements provided with gas will be 1,707, the population is over 10.4 million people.

Akim of Zhambyl region Berdibek Saparbayev informed that 1,136,222 people live in 371 settlements of the region. Including, currently 192 settlements are provided with gas.

In 2020, 14.1 billion tenge was allocated from the state budget for the implementation of 26 projects for gas supply to 210 thousand people in 116 settlements.

Compared to last year, the volume of work in the field of gas supply increased 2.2 times. As a result, this year intra-quarter gas pipelines will be built in 45 settlements, 95 thousand people will have access to gas, and work in the remaining 71 settlements will be completed by 2021.

Akim of the Karaganda region Zhenis Kassymbek said that it is planned to supply gas to 9 cities and 114 settlements in the region.

At the first stage, gas supply in three cities will cover about 3 thousand houses. At the moment, acceptance certificates have been signed and construction work has been completed in the cities of Temirtau and Zhezkazgan. The procedure for transferring the networks into trust management of KazTransGas JSC has begun.

After that, gas supply can be provided for 1 thousand 56 houses, the volume of gas consumption will be 6 million m3 / year, as consumers are ready.

“As for the city of Karaganda, construction work according to the schedule was completed by 70%, construction is planned to be completed in May 2021. Gas supply will be provided for 1 thousand 865 houses, with a gas consumption volume of 22 million / m3,” Kassymbek said.

In 2021, in the cities of Karaganda, Temirtau and Zhezkazgan, it is planned to begin construction of the second start-up complex with coverage of 3,800 houses.

With the support of funding, in 2021, the construction of gas supply networks will begin in Zhanaarkin, Osakarov districts and the city of Shakhtinsk, which will allow gas supply of more than 3 thousand houses at stage 1.

Also, in 2021, it is planned to build a gas supply pipeline for gas supply to the city of Saran, the villages of Aktas and Dubovka.

Thus, in 2021, about 19 thousand people will be provided with gas.

With full funding, by 2030, 1 million 100 thousand people of the region's population will be covered by gasification.
